can a four-banger be dual turbo-ed?

I am pretty sure it cant because i dont think a 4 cylinder engine can handle the psi, but i have a friend trying to sell me an engine that insists he has a “spoon engine” (i think it is just has spoon racing sprots parts on it because i know there is no such thing as a spoon engine and yes i also know that people started claiming them when fast and the furious got popular) that has custom heads, dual turbo, aftermarket ECU, super charger, some racing chip, and some kinda other shit, i dunno all of it and pushes out almost 380 hp at the flywheel. i dont believe him, but i am not exactly an expert on cars so i want to get a few opinions. even if it isnt all true, im probably just gonna get it on a dyno and see what it can really do.
also it has like 2600 miles on it, and he only wants 1300 for it, no matter what i think it is a decent deal, but i am just wanting to make sure this guy is not just talkin out his ass to me, and tryin to get the thing sold

It’s totally pointless to do so, however.

And if he has done so, he doesn’t know anything about cars, because his setup is completely inefficient.

Even if he did waste his money, to twin turbo it, and super charge it……it was worthless.

One turbo, and some engine upgrades, would have gotten him to the same power level. And been more reliable. Guess he likes pissing money away.
