Free Roaming Computer Game question?

I remember a little while ago reading somewhere that there was a game in development which was an online free roaming game based on racing cars. You would be able to get into a car and drive around looking for other online racers to challenge you, and then spend money won in races on upgrading your cars etc. You would also be able to build up your own house and garage etc… I know Playstation Home sounds very similar, however as far as I know there is no function to drive on there. Any ideas what this game I’m thinking about could be?
And I know it is not GTA for anyone who is trying to be smart..
