And other question GTA 4 the engine is Euphoria how is made with Open-GL ? or how ? or with wish program or programing language can i make simple car game similar to Gta 4 car efects ?

Do you have any previous experience (judging by the way you worded the question id say no but correct me if im wrong)
If you have no previous experience your trying to run before you’ve even learned to crawl let alone walk.
This is quite a ambitions task for a introduction before you tackle the might of opengl or direct x you may wish to actually get acquainted with the way class’ , methods , functions , game mathematics, meshs textures, and ofcourse the basic framework and syntax of a language you intend to merge it all together with C++ for example.
To answer your question “can i make simple car game similar to Gta 4 car efects ?” well i don’t know you can you with enough time practice and dedication im sure any one can but bar in mind gta 4 was made by 100’s of people from coders , designers, developers testers analysts etc over the course of many months maybe years can you do the work of 100’s of people all with combined 100 years of experience to make it by your self in ur life time its possibly but it will possibly take you so long you wont enjoy it and by time you finish it the graphics will be the equivalent of staring at a black and white movie from the 30’s and judging the camera tricks compared to cgi today.
Euphoria it self not to be confused with openEuphoria the programming language is actually a very complex bit of software that will help develop behaviour for characters on the fly in situations for example how they fall and land it does not make the game for you , you still need vast experience and knowledge it merely makes games more realistic and less repeative with every person you hit falling the same way and generates a few of the motion scripts for you and since it works on ps3,xbox and pc yeh it probs does use opengl since there aint many others that are supported by all 3 direct x is Microsoft so a idoubt sony has the right to use it on ps3 and i know The PS3 uses OpenGL ES for the 3D graphics API as well as NVIDIA’s Cg shader language.
My advice start small work your way up grab a reference book and tutorial for Cc++ , c# , java hay any lanauge (for high end games u need a native 1 tho such as C or c++ ) and after you got to understand the language then grap a openGL or direct x toutrial code start small make a 3d box then get a programming that allows you to design such as euphoria or 3dmax or maya make a simple char with textures and implement that then slowly build a room or map around the char (char doesent have to be a person it can be a car shape if you want)
You might want to try out ogre and other engines aswell opengl and direct are merely api which most engines use granted but still
Start small work ur way up don’t jump in to deep end straight away since there a almost guarantee you sink
Stay determined and don’t be discouraged
I would just point out tho realistically any modern game has 100’s of people working on it for months with loads of experience and money don’t be silly and think u can compete in 2 months working on a project 3 hours a day in ur bedroom with no experience.
Even the most experienced programming expert who also magically is the best designer in the world could not compete with a company with 100 staff in a similar time frame.
Also if you do want to make games its best to chose one field true designers can code and coders can design sometimes but really and truly its 2 separate jobs 9/10 and you perform better at one than the other and there so much to learn for both doing um at same time can be a struggle
Best of luck sorry if i broke your dream but better its broke now and u start off with achievable tasks than waste 3 months and still got realistically no where And who knows in 10 years time u might be lead developer on GTA 6
